Brazoria Drainage District No. 4 Commissioner, Jeffrey Brennan and Charles McMurrey of the Brazoria County Community Supervision and Corrections Department in Angleton, Texas, worked together in 1997 to bring a valuable asset to this community.

Brazoria Drainage District No. 4, in an agreement executed September 24, 1997, entered into a cooperative program with the Brazoria County Community Supervision and Corrections Department. This program is organized pursuant to Article 42.12, Section 16 of the Texas Code of Criminal Procedures. The purpose of this program is to assist persons on misdemeanor or felony community supervision with the opportunity to pay their debts to society by providing useful service to the community.

Initially, the Drainage District hired one man to supervise these workers, six hours per day, three days per week. With a daily average of fifteen workers reporting, it was necessary to hire a second supervisor. In August 2008, work hours were extended to include afternoons, Monday through Thursday.

The District provides two vans equipped with trailers to transport workers and equipment to our daily worksites.

The Community Service workers perform tasks such as cutting weeds, janitorial services at our office, shops and yards, maintaining District owned detention ponds, removing trash from approximately 40 miles within our District.

This program enables the Drainage District to expand our capabilities and service to residents of the District and to keep ditches groomed while saving tax dollars not spent on labor costs.
